Guardian Group: 2025 First Quarter Impact Report
The year has started strong, and we have a lot of exciting things to share! We identified more victims during the first quarter of 2025 than during any other quarter since the program started. At this pace, we will increase our impact by 100% from last year.
Two of these identifications were for 16-year-old girls. Identifying minors is challenging work. One identification was from one of our full-time analysts, while the other was from a volunteer. Our volunteer force can look anywhere in the United States, and this volunteer identified this child for sale in their own community. The Project 1591 program can make a difference directly in your hometown.

Law Enforcement Support
Less than half of 1% of trafficking victims are reported to law enforcement for recovery. When you support Guardian Group, your support goes to helping change this statistic!
Guardian Group is one of the very few organizations that provide this service to law enforcement for free. Currently, the majority of resources are being directed to aftercare services. However, services cannot be provided if someone is never identified. If you’d like to learn more about why victim identification is important or more information about how our PAIR reports support law enforcement, check out these two blog posts.
This quarter we had the opportunity to support long-time law enforcement partners for multi-day operations that focused on arresting traffickers and offering freedom to the victims they encountered. The outcomes of these operation are now active investigations and therefore details cannot be shared. However, we can assure you that when you support Guardian Group, you directly support efforts like these and the lives they impact.

It is our current goal to have 500 volunteers onboarded and active on the platform, we crossed the 200 mark this month and are well on our way. This quarter, we have seen the most active participation by volunteers since the program launched in 2022. Volunteers have increased participation overall, as well as during planned operational support for law enforcement.
Our volunteer force is global, meaning volunteers from other countries are working during the time our US-based analysts are out of the office, while others are working on the weekends. Further reinforcing the 24/7/365 effectiveness this program has on the crime of trafficking.

Operation IFAST – Internet Service Providers Fight Agaisnt Sex Trafficking was developed over the last few years. This quarter, we released an in-depth toolkit that provides a step-by-step guide for ISP companies on how to come alongside Guardian Group in the fight against trafficking, further protecting communities nationwide. This program is still in its infancy, but as it grows, we will start to share metrics behind its impact. Until then, we want to share this story with you…
While speaking about the program at the Iowa Communications Alliance Meeting, a GM shared that his techs have taken the training aspect of the program and recently recognized indicators from the training during an installation. This was reported to the local sheriff and resulted in the arrest of a person who was taking photos of 9-year-old girls during a sleepover and uploading them. While this isn’t directly trafficking, in our eyes, child abuse is child abuse, and we are proud of these techs for putting into practice what they learned and protecting their community.
